Division: Security operations

The Security Operations Division is made up of two units: The Court Services Unit and the Facility Security Unit. Consisting of 193 personnel, this bureau performs all law enforcement/ security duties at the Franklin County Government Center, Memorial Hall and Job & Family Services locations.  The Division is under the direction of Chief Deputy dave conley 

Chief Conley started working for the Franklin County Sheriff Office on July 2, 1979 in Corrections. In 1981 was transferred to Patrol Bureau and worked several assignments, to include Weight Enforcement of Commercial Vehicles. In 1989 was transferred to the Detective Bureau and worked several different areas of Investigations and eventually transferred to warrants and Extraditions in 2005. He subsequently retired on May 1, 2006. He went to work with the Ohio Department of Public Safety, specifically as a Deputy Director of Operations for the Ohio Investigative Unit until January of 2011. He has maintained a peace officer commission with Ashville Police Department until Sheriff Baldwin’s election and oath of office in January 2017.
Chief Conley is a very active member of the State of Ohio Fraternal Order of Police Critical Incident Response Team and graduated from Ashland University with a Bachelor of Science Degree in Criminal Justice in December 2020. He was very instrumental in creating the Mid-Ohio Critical Incident Stress Management Team for local Law Enforcement and serves in multiple capacities for the team. He is a member of the National Sheriff’s Association, Major County Sheriffs of America, Buckeye State Sheriff’s Association, Ohio Association Chiefs of Police (OACP), International Association Chiefs of Police (IACP), and Franklin County Chiefs of Police Association
Chief Conley has an Associate Degree of Applied Science in Law Enforcement from Eastern Gateway Community College and received a Bachelor of Science Degree in Criminal Justice from Ashland University in December 2020. Chief Conley is a graduate of the Public Safety Leadership Academy from The Ohio State University John Glenn College of Public Affairs and completed the FBI-Law Enforcement Executive Development Association (LEEDA) in 2019. Chief Conley is married with 4 children and 3 grandchildren.
