COMMISSARY CHANGES ON THE WAY FOR FRANKLIN COUNTY

The Franklin County Sheriff’s Office will be changing the way it handles Commissary transactions next week in order to streamline the process.

Starting on June 23, 2025, all Commissary transactions will go through a new vendor, Keefe Commissary Network, which offers a number of convenient methods for people to send money to a loved one who is incarcerated.

You will now be able to send money to a Commissary account from nearly anywhere in the U.S. – at in-person Keefe kiosks, online at AccessCorrections.com, through the Access Corrections mobile app, by cash at certain retailers across the nation through CashPayToday.com, or by phone.

Handling Fees/Deposit Limits

There will be handling fees for all deposits, but the amount varies based on the method and amount being deposited.


 

There is also a limit on how much money can be deposited at once, depending on the deposit method. There is a $300 cash limit per recipient per day at the KIOSKS ; a $900 cash limit per recipient per day through CASHPAYTODAY ; and a $300 credit/debit limit over a 7-day period per recipient and per card.
 
No more than $2000 can be sent over a 10-day period to a recipient – it will start an investigative inquiry.  

In Person Kiosks

There will be a total of four kiosks available at our Corrections Centers in Franklin County, which will be accessible 24/7 for cash or card payments.  

Two kiosks will be at the James A. Karnes Corrections Center (2551 Fisher Road), located in the front lobby. The other two will be at Franklin County Corrections Center II (2460 Jackson Pike) – one located at the visitor’s entrance on the north side, and the other located at the visitor’s entrance on the south side.
 
There are more than 800 Keefe kiosks nationwide at other corrections centers that can be used as well.

Online/Mobile App

You can securely make payments any time online at accesscorrections.com or the Access Corrections mobile app.

To make a payment online, you must first select the state and agency where the recipient is located. (For both of our facilities – you will select Franklin County Jail, OH.) You will also need to enter the recipient’s full name or Sheriff’s Office ID, which is available on our website.
 
You will then need to create an account, verifying your phone number, email, and address. Once you add a recipient to your dashboard, you can securely add and store debit/credit cards.

In Person Cash at Nationwide Retailers via CashPayToday.com

You can also use CashPayToday.com to make cash deposits at dozens of nationwide retailers, like Kroger, CVS, Walgreens, Dollar General, Family Dollar, 7-Eleven, Speedway, and more. Locations are also available at Walmart Service Desks or Money Centers.
 
Start by creating your account at CashPayToday.com, then add the recipient by selecting the facility (Franklin County Jail, OH) and entering their inmate ID, which you can find on our website. 
 
Then you can create a barcode to take to one of the thousands of participating retailers nationwide. You can find the closest one to you, using this interactive map. Go to the cash register and tell the clerk you are making a “VANILLA DIRECT PAY” bill payment. Then present your barcode.
