Chief Deputy Marvin E. Hill, Recruitment, Diversity, Equity, and Inclusion Commander. I oversee the recruitment, background and retention process of the Franklin County Sheriff’s Office (FCSO). I also oversee the Diversity, Equity, and Inclusion section that promotes DEI within the FCSO and the community we serve.
 
My career philosophy is to “Listen, Love, Serve and Lead.” I have a passion to help others succeed in law enforcement and in life. I have a passion to educate others on diversity, equity, and inclusion.
 
I earned a Bachelor of Arts Degree in Business Administration with a minor in Spanish from Thiel College. I am a graduate of North Carolina State University, Administrative Officers Management Program (AOMP 61). I earned a master’s degree in business administration from Kent State University. In October of 2017, I  was honored by Thiel College as the "2017 Distinguished Alumni."

I was an Ohio State Highway Patrol, Trooper for 30 years and  have worked in law enforcement for over 34 years. I was honored and selected as the 1999, Warren Post Trooper of the Year, Warren District 4 Trooper of the Year, and in 1999, the agencies most prestigious award, Ohio State Highway Patrol, "State Trooper of the Year." My son Evan was honored to achieve the Ohio State Highway Patrol, "State Trooper of the Year" in 2024. We are the first father and son in OSHP history to achieve this honor. I retired as a Captain of Recruitment and Diversity with the Ohio State Highway Patrol in 2021 and was commissioned Chief Deputy on November 7, 2022, as the Recruitment, Diversity, Equity, Inclusion Commander.  

I am married and reside in Franklin County, I am currently the Chaplain of the National Black State Trooper’s Coalition, Central Ohio Chaplain of the National Organization of Black Law Enforcement Executives, Parliamentarian of 100 Black men of Central Ohio, Vice president of Love Charity Alms, a nonprofit organization that helps families in crisis. I am an ordained Deacon, board member/trustee at St. John Ministries COGIC. I enjoy teaching leadership principles to law enforcement, educating the community on active shooter responses, any outdoor activities such as riding my bicycle and watching football, basketball, and track. The Las Vegas Raiders. Is my favorite football team. Michael Jordan is my favorite basketball player and the greatest of all time.
