“Do you recognize the Make and Model of this car? The “OF” on the plate signified the State and County. The “19” signified the car number assigned. This license plate was used until 1988. Then Lt. Jim Karnes suggested changes to the Buckeye State Sheriffs’ Association (BSSA) for approval. BSSA approved the changes and submitted to the Governors Uniform Car Making Commission (GUCMC) for their approval. Once Approved the new license plate was put into use. Lt Karnes received recognition from the GUCMC for designing the new plate. The designated County number is used for the first time and appears inside the silhouette of the State of Ohio. This design is the plate we currently use on today’s cruisers!”

In 1981, Special Deputy Bill Needles joined Community Relations as a Police Artist. He came to the Sheriff’s Office with National recognition, as in 1953 his was the first successful composite drawing used in a police investigation. He dedicated his career at the Sheriff’s Office helping with not only composite drawings, but public speaking, designing safety pamphlets, coloring books and other items used as educational tools. Though he passed in April of 2014, employees at the Franklin County Sheriff’s Office can still see his artwork today displayed in multiple county buildings. This is just one of those paintings, done with love, by our beloved Bill Needles.
